The Board of Trustees of the Oregon Homecare Workers Supplemental Trust is happy to share an important update to the Healthcare Cost Assistance out-of-pocket benefit for care providers enrolled in Veterans Administration (VA), CHAMPVA, or TRICARE coverage. This change went into effect on January 1, 2026.
The Healthcare Cost Assistance benefit eligibility rules under the Supplemental Trust are updated as follows:
- Care providers enrolled in VA, CHAMPVA, or TRICARE may be eligible to receive Healthcare Cost Assistance out-of-pocket benefits through the Benefit Convenience Card (BCC). To qualify, care providers must also meet Carewell SEIU 503’s eligibility requirement of working 40 hours or more per month. VA, CHAMPVA, or TRICARE Healthcare Cost Assistance benefits end 1 month after working less than 40 hours per month for 2 months in a row.
- The Healthcare Cost Assistance benefit for care providers enrolled in VA, CHAMPVA, or TRICARE does not include premium reimbursement.
- Care providers may submit for reimbursement covered out-of-pocket claims dated January 1, 2026, and after to Ameriflex, the BCC administrator.
