New Worker Training

Carewell SEIU 503 Training offers excellent training that will provide you with the tools you need to give your consumer the most impactful — and safest — support and care possible. Through a three-part training, you will learn about your role as a care provider and get an introduction to providing high-quality services to your consumer. You will start with a 4-hour Orientation, which you must complete before you are approved to work.

Orientation is followed by 4 hours of self-directed Online Core training and then a 4.5-hour, live Core Workshop webinar. You will need to complete the core training within the first 120 days of receiving your provider number.

Be sure to complete an application before you begin training. Applications can be found on the Oregon Home Care Commission (OHCC) Workforce application page.

Stipend Information

Do I have to pay for training?

No. The training is free to all homecare and personal support workers.

Will I be provided a stipend for training I take?

Yes. You will be given a $65 stipend for successfully completing Online Core and a $65 stipend for attending Core Workshop. There is no stipend for attending Orientation.

How do I receive the stipend?

Stipends for those who completed New Worker Training before 5/19/2022:

When you’ve successfully completed your first stipend-eligible course, you will receive via mail a Visa card loaded with your stipend. To receive stipends in a timely manner, please confirm your mailing address and email address are up to date in your Carewell Learning Portal profile. Stipends are sent out twice per month, so it may take a couple weeks for the stipend to get to you. For more information, please see the Stipend Policy.

Please note that if you are exempt from the refresher training requirement or if you completed refresher training after the June 30, 2022 deadline, you are not eligible for a stipend. For information on exemptions, please view the exemptions FAQs.

Stipends for those who completed New Worker Training after 5/19/2022:

When you’ve successfully completed your first stipend-eligible course, you will receive an email from the Carewell Learning Portal introducing you to Routable, a payment service provider. Within a couple weeks of that, you should receive an email from Routable that will send you a link to fill out some information. If you do not see the email from Routable, please check your spam folder.

  • It will first ask you to fill out tax-related items like your address and Social Security number.
    •  Make sure to select “individual” and not “business” when it asks you which one you are.
    • Click “Save and continue” to move on to the next step.
  • It will next ask you whether you would like to receive the stipend through direct deposit or by check.
    • If you select direct deposit, you will need to fill out your bank account information to set up the payment.

Once you’ve provided your information to Routable, you should see your stipend within 7-10 business days.

For Blackhawk (stipends issued after 3/1/22): For FAQs related to your stipend card, go to https://www.myprepaidcenter.com/faq?type=generic

Why is my stipend taking so long to arrive?

Stipends are issued based on the schedule below:

There may be delays if there is an error such as an incorrect mailing address or duplicate accounts in the Learning Portal. In these cases, it may take 3-4 weeks to reissue the stipend card. Shipping time is usually 1-2 weeks. Please check that your mailing address is updated in your Learning Portal account and with the state to ensure efficient stipend processing.

Due to a high volume of stipends being processed, there may be a delay of up to 6 weeks before stipends are received. We are processing stipends as quickly as possible and are working hard to be sure that you receive your stipend quickly.

To update your mailing address, visit the Learning Portal and click on the purple person icon in the top right corner of the screen. Then, click “Edit Profile” to change your address and other demographic information.
